Shi Guanghui
A regional leader in Inner Mongolia, one of China’s most resource-rich provinces and crucial to its clean energy campaign. Formerly Vice Mayor of Shanghai and Deputy Party Secretary of Guizhou. Elected as an alternate member of the 20th Central Committee.

Titles Held
Born in 1970 in Anhui. Earned his bachelor’s degree in engineering from Tongji University in Shanghai. Worked in construction and engineering in Shanghai after graduation, before eventually being named general manager of the Shanghai Municipal Engineering Construction and Development Corporation. Became a member of the Standing Committee of Jing’an District in Shanghai in 2006, and then was promoted in various roles before being named Vice Mayor of Shanghai. He was the youngest deputy mayor in China at the time. In 2018, he was transferred to Guizhou, where he helped turn around one of the poorest provinces of China by upgrading its economy for the digital and AI era. In 2024, he was transferred again to Inner Mongolia, which is pivotal to China’s efforts to control rare earths supply and to increase clean energy production.
Biography
Similar to Hu Jintao, who also is an engineer by training and served as the Secretary of the Guizhou CCP Provincial Committee and as the Party Secretary of Tibet, an autonomous region similar to Inner Mongolia. He can also be compared to Jiang Zemin, Li Qiang, and Xi Jinping, who led Shanghai early in their careers, as well as Zhuge Yujie, another former Shanghai leader. Shi Taifeng, a former Party Secretary of Inner Mongolia, is now a Politburo member and a CCP Secretariat member.
