Was appointed as an alternate member of the 20th Central Committee, but not a full member.

Born in Shanghai in 1970. Graduated from the Nanjing Navigation Engineering College and then subsequently studied at Tianjin University and Shanghai Jiao Tong University, where he earned an MBA. He was named the CCP Committee Secretary and general manager of the Shanghai Port Industry Company in 1999. In 2005, he became Chief Executive of the Shanghai Yangshan Tongsheng Port Construction. Excluding a 2-year period when he was the President of the Shanghai International Port Co., he served in city leadership roles in Shanghai, such as deputy governor of Putuo District, Governor of Yangpu District, and Party Secretary of Yangpu District. When he was named the Secretary-General of the Shanghai Municipal Party standing committee, he became the youngest person with a seat on a provincial level standing committee in China (Shanghai is one of four cities in China that are administered as if they are independent provinces). After three decades in Shanghai, he was sent to Hubei in 2023 in order to promote him to Deputy Party Secretary while “rotating” him into a new region with which he does not have experience.
Biography
Similar to Jiang Zemin, who also graduated from Shanghai Jiao Tong University and served as Mayor of Shanghai and Party Secretary of Shanghai before being elevated to Chairman of the Central Military Commission. Also similar to Li Qiang, who served as the Party Secretary of Shanghai from 2017 to 2022 and who earned an MBA from Hong Kong Polytechnic University, and Ding Xuexiang, a current PSC member who also served as the Secretary-General of the CCP Municipal Standing Committee of Shanghai before joining the CCP General Secretary’s Office.
