Born in 1972 in Liaoning province. Studied political science at the China University of Political science and Law and International Relations at Peking University. He also earned a Masters of Laws degree. Entire career has been spent in the CCDI, with a focus on corruption in the financial and banking sectors in the prosperous eastern provinces such as Shanghai and Zhejiang. Dozens of top-ranking Party officials in the finance, banking, and insurance sectors have been purged under his watch, including former PBOC Vice Governor Fan Yifei and former China Life Insurance chairman Wang Bin.

He is most similar to his current supervisor at the CCDI, Li Xi, who is also the seventh-highest ranked member of the PSC, as well as Zhao Leji, the former head of the CCDI and the third-ranked member of the PSC. However, he lacks Li and Zhao’s experience leading provinces or cities.
