A “dark horse” among leadership contenders, as he is relatively lacking in experience with high-level regional leadership positions in important provinces or in “First Tier” cities. However, as the First Secretary of the Communist Youth League, he holds the same position that was previously held by former President Hu Jintao.

Born in 1970 in Liaoning. One of the few high-level officials of ethnic minority descent (Hui). Earned a bachelor’s and a PhD in human geography at Peking University, before working for nearly two decades at the State Oceanic Administration in Beijing. After starting his political career, he was sent to Hainan Province to take on several leadership roles at the local level, where he helped to build up the island’s tourism, health, and clean energy industries. He was then sent to Jilin province, part of the “Rust Belt” of China and home to the former manufacturing hub of the country. In 2023, he was named to the leadership role of the Communist Youth League, becoming the youngest minister-level leader in China at the time (52 years old). However, he is yet to be named as an alternate member of the Central Committee; this is widely expected to change in 2027.
Biography
As mentioned, he can be compared to Hu Jintao and the former Premier Li Keqiang, who were both First Secretaries of the Communist Youth League. The prominence of the organization has faded in the past two decades, but it is still a powerful position in the Party hierarchy.
