Born in 1972 in Zhejiang. Graduated from the Department of Finance and Auditing of Wuhan University with a bachelor’s degree and a master’s degree in public administration. Returned to Zhejiang to work for the provincial government’s finance department, gradually rising in the ranks until he became the Deputy Director in 2008. In 2012, he expanded beyond finance to become the Vice Mayor of Wenzhou city, Zhejiang’s third-largest city. In 2015, he returned to serve in the Zhejiang Provincial Audit Office, which he would eventually take over in 2017. In 2020, he was promoted once more to lead the entire Finance Department, but after only few months he was sent to Hunan to be the Vice Governor. In 2021, he moved to Beijing to become Vice Minister of the national-level Ministry of Finance. Finally, in 2024, he was sent to Shanghai to serve as Deputy Secretary of the Shanghai Municipal Committee, where his portfolio has expanded beyond finance to also include leading political and legal affairs along with science and technology in the city.

Biography

Can be compared to Xi Jinping, who also made his bones leading Zhejiang before being sent to govern Shanghai. Due to his background in finance, he can also be compared to Liu He, who formerly led the Office of the Central Financial and Economic Affairs Commission before being named Vice Premier. Shares many traits with Liu Jie, another 1970s official who led Zhejiang.
