Huang Zhiqiang
The Vice Chairman (Governor) of Inner Mongolia, he is an alternate member of the 20th Central Committee who previously worked in banking and finance. His career may have been affected by a serious coal mine accident that occurred under his watch, although he was not formally punished.

Born in 1970 in Jiangsu. Graduated from Tsinghua University with a degree in economics and an MBA. Worked for the Bank of China, one of China’s “Big Four” banks, for many years until he was promoted to President and Party Secretary of the Liaoning Branch of the bank. In 2015, he was transferred to the China Export & Credit Insurance Corporation, which is a state-owned insurer that specializes in insuring China’s exporters. In 2019, he was briefly promoted to head the CITIC Group, China’s largest state-owned investment company, before being “parachuted” into Inner Mongolia that same year to serve as Vice Chairman (Governor) of the region. Clearly, this move was intended to give Huang political experience and to help transform the economy of the province as it seeks more domestic and global financing for its “green transition.” After two years, he was promoted to the Standing Committee of the provincial committee and to the Executive Vice Chairman role. Importantly, even though he was “warned” in 2023 for his responsibility for a coal mine accident that led to 50 deaths, he was not deposed and he remains active in his position today. However, it is possible that he may not be promoted to full member of the Central Committee due to the scandal.
Biography
Shi Guanghui is another 1970s generation leader who is one of Huang’s superiors in Inner Mongolia and who did not end up taking responsibility for the 2023 coal mine accident. With his banking experience, he can be compared to Liu Qiang, another ex-banker now turned regional leader.
