Guo Ningning
Like Shi Xiaolin, she is another high-profile 1970s generation female leader who is an alternate member of the 20th Central Committee. The province she helps to lead, Fujian, is critical to China’s efforts to promote peaceful integration with Taiwan.

Born in 1970 in Liaoning. Graduated from the Tsinghua University School of Economics and Management with a bachelor’s in engineering and a Master’s in engineering, before earning a CPA as well as a PhD in economics from Tsinghua. She spent her early career in banking and risk management, first for the Bank of China and then the Agricultural Bank of China, where she rose to become the bank’s first female vice-president in history. She began her political career in 2018, when she joined the Party Group of the provincial government and became Vice Governor of Fujian, a coastal region that borders Taiwan and the 8th largest economy in China. At the time, she was the youngest female vice-governor in China. In 2021 she was promoted to Executive Vice-Governor and Member of the Provincial Committee. In 2024, she became the Secretary of Fuzhou, the capital of Fujian. Finally, in 2025, she became Deputy Secretary of Fujian, second only to the Secretary.
Biography
Yin Li, the current Secretary of Beijing and Politburo member, was formerly a Party Secretary of Fujian, as was Sun Chunlan. Xi Jinping was also a former Governor of Fujian. Her banking and finance experience resembles that of fellow 1970s leaders Liu Qiang and Huang Zhiqiang.
